Borough Ordinances & Resolutions for April 2014

This page is intended to give Borough residents an overview of official actions taken by the Governing Body during April 2014. There were two meetings held this month; the Borough Council Caucus Meeting (Work Session) on Monday, April 7th and the Borough Council Regular Meeting on Monday, April 21st.

The following Ordinance was Adopted.

Ordinance 2014-03: An Ordinance amending Chapter 197 of the Code Of Palmyra entitled Peddling and Soliciting. This Ordinance allows for non-profit organizations to solicit donations on Borough and County operated streets and roads. This Ordinance was required by Burlington County officials.

The following Ordinance was Introduced.

Ordinance 2014-04: An Ordinance to provide for and determine the rates of compensation of each employee and officer of the Borough of Palmyra for the years 2014 and 2015. This “Salary Ordinance” provides the ranges of compensation permitted for each employee of the Borough. This is a routine Ordinance adopted every 2 years unless amended.

The following Resolutions were Approved. Please note that more routine matters were conducted as well.

Resolution 2014-88, approving the final plans for Burlington County Park Grant-funded improvements to Legion Field and Ethel Hardy Park.

Resolution 2014-89, authorizing Borough grants writer CGP&H to proceed with grant application on behalf of Palmyra School District.

Resolution 2014-91, allowing 2014 Budget to be read by title only.

Resolution 2014-92, permitting Borough to perform self-examination of the budget as authorized by the Local Finance Board for municipalities in sound fiscal condition.

Resolution 2014-94, awarding a contract to ERI for engineering services related to the sale of Borough-owned property in an amount not-to-exceed $11,625.00.

Resolution 2014-95, awarding a contract to ERI for preparation of a street condition inventory in an amount not-to-exceed $1,750.00.

Resolution 2014-96, awarding a contract to ERI for engineering services related to additional signage required for road sign project in an amount not-to-exceed $3,500.00.

Resolution 2014-97, awarding a contract to ERI for playground safety inspections in an amount not-to-exceed $3,200.00.

Resolution 2014-98, authorizing a change order to CB Structures for the police car port construction project in the amount of $287.00.

Resolution 2014-99, authorizing a NJ DOT TAP Grant Application for traffic calming improvements to Broad Street.

Resolution 2014-100, appointing Ron Holt as part-time Fire Inspector.

Resolution 2014-101, authorizing the sale of vehicles impounded by the Palmyra Police Department on GovDeals.com.

Resolution 2014-102, authorizing a NJ DOT Safe Route To Schools Grant Application to improve traffic flow at Charles St. School.

Resolution 2014-105, adopting revised Personnel Policies and Procedures Manual, Supervisory Supplement, and Public Works Addendum.

Resolutions 2014-106 & 107, authorizing the appeal of certain commercial property assessments to NJ Tax Court.

Resolution 2014-108, authorizing a contract with the YMCA to operate a Summer Camp Program at the Community Center.
