Borough Ordinances & Resolutions for August 2013

The following Ordinances were Adopted during the month of August 2013.

Ordinance 2013-21:  An Ordinance of the Borough of Palmyra providing for various capital improvements and related expenses, appropriating $1,713,800, and authorizing the issuance of $1,628,110 in general improvement bonds or notes to finance the same.  This ordinance authorizes funding for various capital improvements including a new fire truck, road improvements, and improvements to Legion Field and Ethel Hardy Park.

Ordinance 2013-22:  An Ordinance of the Borough of Palmyra providing for improvements to and the acquisition of equipment for, the Borough’s sewer utility, appropriating $350,000, and authorizing the issuance of $350,000 in sewer utility bonds or notes to finance the same.  This ordinance authorizes funding for various capital improvements and equipment for the sewer plant.

Ordinance 2013-23:  An Ordinance amending Ordinance 2013-14 an Ordinance requiring the inspection, registration and licensing of residential rental properties in the Borough of Palmyra.  This Ordinance amends Ordinance 2013-14, which requires the inspection, registration and licensing of one and two-unit residential rental properties.

Ordinance 2013-24:  An Ordinance amending Ordinance 2013-16 an Ordinance creating a Housing Department and the positions of Housing Official and Housing Inspectors.  This Ordinance amends Ordinance 2013-16, which creates a Housing Department and certain official positions.

Ordinance 2013-25:  An Ordinance amending Ordinance 2013-17 requiring a Certificate of Occupancy upon the sale of any residential property.  This Ordinance amends Ordinance 2013-17, which requires a Certificate of Occupancy inspection and certificate prior to the sale of any residential property.

Ordinance 2013-26:  An Ordinance amending Chapter 230 Solid Waste, Code of the Borough of Palmyra.  This Ordinance amends the Borough Code regarding solid waste and trash collection.

The following Ordinances were Introduced during the month of August 2013.

Ordinance 2013-27:  An Ordinance repealing the Business Improvement District.  This Ordinance repeals the previously created BID.

The following Resolutions were Approved during the month of August 2013.  Please note that more routine matters were conducted as well.

Resolution 2013-156, setting fees for additional trash carts to $95 for 95-gallon carts, $64 for 64-gallon carts & $32 for 32-gallon carts.

Resolution 2013-163, accepting revenue and appropriation for Alcohol Education Rehabilitation Enforcement Grant.

Resolution 2013-164, awarding a bid to F&P Contractors for improvements to Parry Ave Phase II.

Resolution 2013-165, awarding a bid to Municipal Maintenance Co. for a sewer utility maintenance system.

Resolution 2013-166, renewing a shared service agreement with Willingboro Animal Control.

Resolution 2013-168, adopting the Borough’s new Vision Statement: A Place to Live, Work and Play.

Resolution 2013-169, awarding change order to Eagle Construction for HVAC replacement project.

Resolution 2013-170, extending the due date for 3rd quarter taxes to August 22, 2013.

Resolution 2013-171 & 174, awarding fire alarm systems upgrades to Bevan Security Systems.

Resolution 2013-172, awarding contract for emergency repairs for Community Center HVAC to McQuay Services.

Resolution 2013-173, awarding contract to IPL Plastics for 32-gallon and 64-gallon trash carts.

Resolution 2013-178, approving a change order for the Fire Company Generator project in the amount of $850.

Resolution 2013-179, increasing Dale Palmer’s hours to not-to-exceed 24 per week.

Resolution 2013-180, appointing Kareemah Press as part-time Payroll/Finance Clerk.

Resolution 2013-181, appointing Bridget Elmes as part-time Public Works employee.

Resolution 2013-182, purchasing a Ford Interceptor police vehicle.

Resolution 2013-183, authorizing the sale of surplus vehicles on GovDeals.com.

Resolution 2013-185, 186 & 187, awarding misc. contracts to ERI.

Resolution 2013-188, appointing Marie Nagle as part-time Tax Clerk.

Resolution 2013-189, 190, 191 & 192, authorizing Small Cities grant programs for W. Second St. improvements.
