Borough Ordinances & Resolutions for July 2014

This page is intended to give Borough residents an overview of official actions taken by the Governing Body during July 2014. There was one meeting held this month; the Borough Council Regular Meeting on Monday, July, 21st.

After Public Hearings the following Ordinances were Adopted. Select link to see complete text.

Ordinance 2014-07: An Ordinance Revising Schedule VII and Schedule XXIII of Chapter 90 of the Code of the Borough of Palmyra. This Ordinance designates permissible truck routes for vehicles weighing over 4 tons and limits truck parking under certain circumstances on Borough streets.

Ordinance 2014-08: An Ordinance accepting an easement from the Owner of Lot 4, Block 28 on the Borough of Palmyra Tax Map to provide additional land for the roadway connecting the parking lot at Borough Hall to Cinnaminson Ave. This Ordinance provides an easement for the Borough to utilize the road alongside the Epworth United Methodist Church Cemetery.

Ordinance 2014-09: An Ordinance authorizing the appropriation in the amount of $15,000 from General Capital Fund Surplus for the acquisition of property at Block 127, Lot 10 and Lot 11, in the Borough of Palmyra. This Ordinance authorizes up to $15,000 for acquisition of the Tri-Boro Vets property.

The following Ordinance was Introduced. Public Hearing is scheduled for August 18, 2014 at 7:00 PM.

Ordinance 2014-11: An Ordinance of the Borough of Palmyra amending the Sewer Usage Rates and Connection Fees. If adopted, this Ordinance will establish revised Sewer usage and new sewer connection fees.

Public Hearing of the following Ordinance was Continued to August 18, 2014 at 7:00 PM.

Ordinance 2014-10: An Ordinance mandating Direct Deposit for Borough employees. If adopted, this Ordinance would require all Borough employees to utilize Direct Deposit in lieu of receiving a paycheck in accordance with new state guidelines.

The following Resolutions were Approved. More routine matters were conducted as well.

Resolution 2014-152, accepting NJ Forestry grant funds in the amount of $3000.00

Resolution 2014-153, accepting Alcohol Education & Rehabilitation / DWI Enforcement grant funds in the amount of $1,654.24.

Resolution 2014-154, authorizing the Mayor to execute an agreement with Burlington County for HOME Activities (e.g., first time home buyer program) for the years 2015-2017.

Resolution 2014-155, certifying the independent Annual Audit.

Resolution 2014-156, authorizing a change order for Charles Marandino, Inc. for the Charles St. Improvement Project in the amount of $7,730.50.

Resolution 2014-157, awarding a contract for the care and maintenance of trees to Eastern Environmental, LLC at the rate of $135/hour.

Resolution 2014-158, authorizing the Mayor to execute a settlement agreement and mutual release with Watch Guard In-car Video, LLC.

Resolution 2014-159, authorizing the sale of the 1997 Pierce Spartan Gladiator Fire Truck as surplus equipment on GovDeals.com.

Resolution 2014-160, authorizing a grant application to NJ DCA Small Cities Public Facilities Program for a grant to improve portions of W. 2nd St.

Resolution 2014-161, authorizing the Mayor to execute an agreement with Camden County for reprogramming of Fire Department communication equipment.

Resolution 2014-163, accepting a certified list of eligible volunteers from the Palmyra Fire Department for the Length of Service Awards Program (LOSAP).
