Borough Ordinances & Resolutions for June 2013

The following Ordinances were Adopted during the month of June 2013.

Ordinance 2013-13:  An Ordinance vacating the paper street in the Borough of Palmyra that is located between Block 156.01, Lots 1 & 1.03 and Block 158, Lot 2 on the Tax Map of the Borough of Palmyra.  This Ordinance vacates an unimproved portion of Broad Street on the south side of Route 73 to the adjacent property owner in order to facilitate redevelopment.

Ordinance 2013-14:  An Ordinance requiring the inspection, registration and licensing of residential rental properties in the Borough of Palmyra.  This Ordinance requires the inspection, registration and licensing of one and two-unit residential rental properties.

Ordinance 2013-16:  An Ordinance creating a Housing Department and the positions of Housing Official and Housing Inspectors.  This Ordinance creates a Housing Department and certain official positions.

Ordinance 2013-17:  An Ordinance requiring a Certificate of Occupancy upon the sale of any residential property.  An Ordinance requiring a Certificate of Occupancy inspection and certificate prior to the sale of any residential property.

Ordinance 2013-18:  An Ordinance amending Chapter 43 – Police Department, Section 43-10, Requirements.  An Ordinance that amends the hiring requirements for police officers from 21 – 35 to 18 – 35 years of age.

Ordinance 2013-19:  An Ordinance amending Chapter 195 – Peace and Good Order, Section 195-8, Violations and Penalties.  An Ordinance amending the violations and penalties for certain offenses.

Ordinance 2013-20:  An Ordinance regulating vacant/abandoned properties.  An Ordinance that regulates vacant and/or abandoned properties.

The following Ordinances were Introduced during the month of June 2013 and scheduled for Public Hearing and Adoption on July 15, 2013 at 7:00 PM.

Ordinance 2013-21:  An Ordinance of the Borough of Palmyra, in the County of Burlington, New Jersey; providing for various Capital Improvements and related expenses in and for the Borough, appropriating $1,713,800 therefore, and authorizing the issuance of $1628,110 in General Improvement Bonds or Notes of the Borough to finance the same.  An Ordinance authorizing the funding of certain capital improvements including the purchase of a new fire truck, various road improvements, Police and Public Works equipment, a pedestrian crossing light, and other improvements.

Ordinance 2013-22:  An Ordinance of the Borough of Palmyra, in the County of Burlington, New Jersey; providing for improvements to and the acquisition of equipment for use by the Borough’s Sewer Utility, appropriating $350,000 therefore, and authorizing the issuance of $350,000 in Sewer Utility Bonds or Notes of the Borough to finance the same.  An Ordinance authorizing the funding of certain capital improvements to the sewer plant and related infrastructure including odor control, security and maintenance improvements.

The following Resolutions were Approved during the month of June 2013.  Please note that more routine matters were conducted as well.

Resolution 2013-136, appointing Ryan Carr as a SLEO II Police officer.

Resolution 2013-137, appointing Tyler Main as a SLEO II Police Officer.

Resolution 2013-138, honoring former Chief of Police Richard P. Dreby for outstanding service in connection with the unexploded ordnance found at the National Amusement Inc. site.

Resolution 2013-139, commending Richard L. Goldstein, Esq., and the law firm of Marshall, Dennehey, Warner, Coleman & Goggin for outstanding services rendered on behalf of the Borough of Palmyra related to the National Amusements Inc. lawsuit.

Resolution 2013-143, appointing Brian Rust, Alex Hubel and Jeffrey Parente as SLEO II Police Officers.

Resolution 2013-144, approving the settlement of the litigation with ETK, LLC in the amount of $16,275 for overpayment of sewer utility fees.

Resolution 2013-150, authorizing application to the Burlington County Municipal Park Development Program for funding to improve Legion Field and Ethel B. Hardy Park.

Resolution 2013-155, awarding a contract to Eastern Environmental LLC for the 2013 Tree Maintenance Contract.
