Borough Ordinances & Resolutions for October 2014

This page is intended to give Borough residents an overview of official actions taken by the Governing Body during October 2014.  There were two meetings held this month; the Borough Council Caucus Meeting (Work Session Meeting) on Monday, October 6th and the Regular Borough Council Meeting on Monday, October 20th.

  • The following Ordinance was Withdrawn.

Ordinance 2014-12: An Ordinance Amending Chapter 237, Article VI of the Code of the Borough of Palmyra Regarding sidewalks.  If adopted, this Ordinance will establish revised sidewalk maintenance responsibilities and guidelines. (This version was not adopted.  An amended version — Ordinance 2014-16 — was Introduced on October 6, 2014.)

  • Public Hearing of the following Ordinance was Continued to November 17, 2014 at 7:00 PM.

Ordinance 2014-15: An Ordinance of the Borough of Palmyra Amending the sewer usage rates and connection fees.  If adopted, this Ordinance amends Ordinance 2014-11 by providing sewer connection fess for new users as calculated by the Borough’s Auditor.  Go to Ordinance 2014-11 or click HERE for more information.

  • The following Ordinances were Introduced.  Public Hearings are scheduled for November 17, 2014 at 7:00 PM.

Ordinance 2014-16: An Ordinance Amending Chapter 237, Article VI of the Code of the Borough of Palmyra Regarding sidewalks.  If adopted, this Ordinance will establish revised sidewalk maintenance responsibilities and guidelines.

Ordinance 2014-17: An Ordinance providing for the retroactive billing of sewer connection charges or sewer service charges.  If adopted, this Ordinance will provide for the retroactive billing of sewer fees (up to 6 years) for sewer accounts that were not charged or improperly charged.

  • The following Ordinances were Adopted.  Select link to see complete text.

Ordinance 2014-13: An Ordinance amending Ordinance 2014-4, an Ordinance to provide for and determine the rates of compensation of each employee and officer of the Borough of Palmyra for years 2014 and 2015.  This Ordinance amends the salary range specifically authorized for a full-time Tax Collector.

Ordinance 2014-14: An Ordinance of the Borough of Palmyra, in the county of Burlington, New Jersey, providing for various capital improvements and related expenses in and for the Borough appropriating $612,500.00 therefore, and authorizing the issuance of $581,875.00 in General Improvement Bonds or Notes of the Borough to finance the same.  This Ordinance authorizes funding for various capital purchases and improvements.

  • The following Resolutions were Approved.  More routine matters were conducted as well.

Resolution 2014-191, establishing a curfew for persons 18 years of age who are not accompanied by a parent/legal guardian during Halloween movie night.

Resolution 2014-192, authorizing the sale of a surplus police vehicle (1999 Ford Crown Victoria).

Resolution 2014-198, authorizing a change order to Charles Marandino for Charles Street Improvements in the amount of $2,392.60.

Resolution 2014-199, awarding Environmental Resolutions Inc., a contract for engineering services related to sign installation in the amount not-to-exceed $6,000.

Resolution 2014-200, awarding Environmental Resolutions Inc., a contract for preparation of specifications for a loader in the amount not-to-exceed $5,500.

Resolution 2014-202, awarding a contract to Garozza & Scimeca for the Borough Hall Door Replacement Project in the amount of $58,415.

Resolution 2014-203, awarding Environmental Resolutions Inc., a contract for preparation of specifications for a small dump truck  in the amount not-to-exceed $5,500.

Resolution 2014-204, adopting usage of U.S. General Services Administration Per Diem Rates for official travel reimbursement.

Resolution 2014-205, awarding a contract to Victory Gardens Inc., for the receiving of Borough leaves.

Resolution 2014-206, authorizing a change order to Thor Construction Group Inc., for Legion Field/Ethel Hardy Park Project in the amount of $31,818.

Resolution 2014-208, requesting NJ Transit and Bombardier perform new traffic counts to determine any changes needed in light timing and traffic patterns.
