Borough Ordinances & Resolutions for April 2015

This page is intended to give Borough residents an overview of official actions taken by the Governing Body during April 2015.  There were two meetings held during the month: the Borough Council Caucus Meeting (Work Session) on Monday, April 6th and the Regular Borough Council Meeting on Monday, April 20th.

  • The following Ordinance was Withdrawn and will be Introduced at a later date under different number/title.

Ordinance 2015-02: An Ordinance of the Borough of Palmyra amending the sewer usage rates and connection fees.  If adopted, this Ordinance amends Ordinance 2014-11 by providing sewer connection fees for new users as calculated by the Borough’s Auditor and may amend sewer usage rates.  See Ordinance 2014-11 or click HERE for more information.

  • The following Ordinance was Not Adopted as it received insufficient votes for approval.  The Ordinance was subsequently Withdrawn.

Ordinance 2015-03:  An Ordinance rescinding; Ordinance 2013-14 an Ordinance requiring the inspection, registration, and licensing of residential rental properties in the Borough of Palmyra, Ordinance 2013-23 an Ordinance amending Ordinance 2013-14, Ordinance 2013-17 an Ordinance requiring the issuance of a Certificate of Occupancy upon the sale of any residential property, and Ordinance 2013-25 an Ordinance amending Ordinance 2013-17. If Adopted this Ordinance would rescind certain Ordinances requiring inspections of rental properties and the requirement to obtain a CO inspection upon the sale of residential properties.

  • After Public Hearings the following Ordinances were Adopted.

Ordinance 2015-04:  An Ordinance to exceed the Municipal Budget Appropriation Limits and to establish a Cap Bank (N.J.S.A. 40A: 4-45.14).  If adopted, this routine Ordinance, which is adopted by most, if not all municipalities, allows for an increase of up to 3.5% over the previous years’ final appropriations, and to be able to “bank” the difference between the amount of its actual final appropriations and maximum permitted appropriations as an exception to its final appropriations in either of the next two succeeding years if necessary.

Ordinance 2015-06:  An Ordinance repealing contents of Chapter 90-8.2 of the Code of the Borough of Palmyra and removing Ordinance 2011-03 from Chapter 237 of the Code and relocating it in Chapter 90-8.2.  If adopted this Ordinance clarifies and makes easier for the public to understand the Code regarding parking during snow emergencies.

  • The following Ordinance was Re-Introduced after certain amendments were authorized.  Public Hearing is scheduled for May 18, 2015.

Ordinance 2015-5:  An Ordinance amending Ordinance 2012-37 an Ordinance Amending Chapter 30: Solid Waste, of the Code of the Borough of Palmyra.  If adopted this Ordinance will allow residents who pay lawn care and landscaping companies to perform yard work to place leaves and brush & limbs at the curb for collection by the Borough.  These companies will no longer be required to dispose of the debris at residents’ expense.

  • The following Ordinances were Introduced with Public Hearings scheduled for May 18, 2015.

Ordinance 2015-7:  An Ordinance amending Chapter 237, Article VI of the Code repealing Chapter 60 of the Code amending Section 503(c) of the Land Development Code and repealing Section (V)(h)(1)(a) of Ordinance 2012-3.  If adopted this Ordinance amends the timeframe allowed for repairs to sidewalks if involving a Borough-owned tree.  This Ordinance must be submitted to the Land Use Board for additional comments prior to adoption.

  • The following Resolutions were Approved.  More routine matters were conducted as well.

Resolutions 2015-80, authorizing the Tax Collector to cancel sewer taxes on a property due to demolition of the structure.

Resolution 2015-81, authorizing refunds of tax overpayments due to a 2012 Homestead Credit on exempt properties.

Resolution 2015-82, authorizing application for the 2014 Recycling Tonnage Grant.

Resolution 2015-83, authorizing an agreement with the YMCA of Burlington & Camden Counties to operate a Summer Camp at the Community Center.

Resolution 2015-84, awarding a contract to Acacia Financial Group in the amount not-to-exceed $10,000 for financial assistance related to bond financing.

Resolution 2015-87, authorizing the 2015 Municipal Budget to be read by title.

Resolution 2015-88, authorizing a Shared Service Agreement with Burlington County Freeholders for emergency asphalt paving services.

Resolution 2015-89, establishing the annual/hourly rates of compensation for each Borough employee.

Resolution 2015-90, authorizing the purchase of life insurance for members of Palmyra Fire Department.

Resolution 2015-91, accepting certified list of Palmyra Fire Department members eligible for 2014 Length of Service Awards Program.

Resolution 2015-92, authorizing a change order for engineering services to Environmental Resolutions, Inc., for the Sewer Plant Improvement Project in the amount of $8,600.

Resolution 2015-93, awarding a contract for engineering services to Environmental Resolutions, Inc., for preparation of bid specifications for on-call contracting services (curbing, paving, sidewalks) in the amount not-to-exceed $6,000.

Resolution 2015-94, awarding a contract for engineering services to Environmental Resolutions, Inc., for the South Broad Street Improvement Project (Park Ave to Public Rd) in the amount not-to-exceed $76,500.

Resolution 2015-95, authorizing the South Broad Street Improvement Project be funded via certain capital projects on file with the Clerk.

Resolution 2015-97, adopting the 2015 Municipal Budget.
