Borough Ordinances & Resolutions for January 2015

This page is intended to give Borough residents an overview of official actions taken by the Governing Body during January 2015. There was one meeting held this month; the Borough of Palmyra Annual Reorganization Meeting on Sunday, January 4th.

The Reorganization Meeting, the first meeting of the Governing Body of the year, is the annual meeting where local elected officials are sworn into office, professional appointments are authorized, and various employees and volunteers are appointed for the year.

Borough Councilmembers Gina Ragomo Tait and Timothy S. Howard were sworn into three-year terms of office. Councilmember Tait was accompanied by her son Patrick, with her Oath of Office administered by Assemblyman Troy Singleton. Councilmember Howard was accompanied by his son Malik, with his Oath of Office administered by U.S. Congressman Donald Norcross.

Councilmember Michele Dobbs was elected to a one-year term as Council President. Council President Dobbs’ Oath of Office was administered by U.S. Congressman Donald Norcross.

Resolution 2015-01, confirming the Mayor’s Appointments.

Resolution 2015-02, appointing Robert P. Nehila Jr., Bowman & Company LLP, as Auditor.

Resolution 2015-03, appointing Ted M. Rosenberg as Solicitor.

Resolution 2015-04, appointing William H. Kirchner, Environmental Resolutions, Inc., as Engineer.

Resolution 2015-05, appointing David Gerkens, CGP&H, as Planner/Grants Coordinator.

Resolution 2015-06, appointing CGP&H as Affordable Housing/RCA Administrator.

Resolution 2015-07, appointing Dean J. Buono as Prosecutor.

Resolution 2015-08, appointing any/all other Municipal Prosecutors as Substitute Prosecutor.

Resolution 2015-09, appointing James D. Fattorini as Public Defender.

Resolution 2015-10, appointing John Hogue and Vladimir Raskin, Environmental Resources Management, as Environmental Engineer/Consultant and LSRP.

Resolution 2015-24, designating the Burlington County Times and the Courier Post as the legal newspapers and GovDeals.com as the legal auction site for property and vehicles.

Resolution 2015-25, authorizing the Mayor to execute contracts with all appointed professionals.

Resolution 2015-26, authorizing the payment of debt service and bills for January 2015.

Resolution 2015-27, appointing Crossing Guards for 2015.

Resolution 2015-28, appointing John Gural as Hearing Officer for non-uniformed employees.

Resolution 2015-29, appointing Class II Police Officer.

Resolution 2015-30, authorizing the Temporary Budget.

Resolution 2015-31, approving the Cash Management Plan.

Resolution 2015-32, fixing the rate of interest to be charged on delinquent taxes, sewer payments and assessments.

Resolution 2015-33, awarding the 2015 Sewer Maintenance Contract to Municipal Maintenance Company in the amount of $129,220.

Resolution 2015-34, awarding the 2015 Sewer Collection System Repairs Contract to Municipal Maintenance in the amount of $21,560.

Resolution 2015-35, awarding the 2015 Generator Preventative Maintenance Contract to GenServe Inc. in the amount of $4,465.

Resolution 2015-36, awarding the 2015 HVAC Maintenance Contract to Falasca Mechanical Inc. in the amount of $18,790.

Resolution 2015-37, awarding a contract to Garozzo & Scimeca Construction for the Borough Hall Door Replacement Project in the amount of $67,000.

Resolution 2015-38, appointing Dave Austin as full-time employee with 24 hours in Public Works and 16 hours with Shade Tree Advisory Board.

Resolution 2015-39, appointing Bridget Elmes as part-time Public Works employee.

Resolution 2015-40, appointing Dale Palmer as part-time Public Buildings and Grounds employee.

Resolution 2015-41, appointing Tracy Kilmer as Code Enforcement Officer until March 31, 2015.

Resolution 2015-42, appointing Tracy Kilmer as Zoning Officer.

Resolution 2015-43, authorizing payment to Thor Construction for the Legion Fields/Ethel Hardy Park Improvement Project in the amount of $50,518.02.

Resolution 2015-44, appointing Hailey Bankowski as Liaison to Palmyra Cove Nature Park.

Resolution 2015-45, approving a contract change order to ROOT 24 Inc. for the Sewer Collection System Cleaning and Maintenance Contract in the amount of $4,990.
