Borough Ordinances & Resolutions for June 2014

This page is intended to give Borough residents an overview of official actions taken by the Governing Body during June 2014.  There were two meetings held this month; the Borough Council Caucus Meeting (Work Session) on Monday, June 2nd, and the Borough Council Regular Meeting on Monday, June 16th.

  • After a Public Hearing the following Ordinance was Adopted.  Select link to see complete text.

Ordinance 2014-05: An Ordinance amending the Code of the Borough of Palmyra to create the position of Purchasing Agent and establish the duties thereof.  This  Ordinance officially creates the position of Purchasing Agent, which provides certain benefits when purchasing products and services.

  • The following Ordinances were Introduced with Public Hearings scheduled for July 21, 2014 at 7:00 PM.

Ordinance 2014-07: An Ordinance Revising Schedule VII and Schedule XXIII of Chapter 90 of the Code of the Borough of Palmyra.  This  Ordinance designates permissible truck routes for vehicles weighing over 4 tons and limits truck parking under certain circumstances on Borough streets.

Ordinance 2014-08: An Ordinance accepting an easement from the Owner of Lot 4, Block 28 on the Borough of Palmyra Tax Map to provide additional land for the roadway connecting the parking lot at Borough Hall to Cinnaminson AveThis Ordinance provides an easement for the Borough to utilize the road alongside the Epworth United Methodist Church Cemetery.

Ordinance 2014-09: An Ordinance authorizing the appropriation in the amount of $15,000 from General Capital Fund Surplus for the acquisition of property at Block 127, Lot 10 and Lot 11, in the Borough of Palmyra.  This Ordinance authorizes up to $15,000 for acquisition of the Tri-Boro Vets property.

Ordinance 2014-10: An Ordinance mandating Direct Deposit for Borough employeesIf adopted, this Ordinance would require all Borough employees to utilize Direct Deposit in lieu of receiving a paycheck in accordance with new state guidelines.

  • The following Resolutions were Approved.  More routine matters were also conducted.

Resolution 2014-127, authorizing the appointment of Adam Greenberg, Esq., as Special Counsel to the Borough.

Resolution 2014-128, authorizing a shared services agreement with Burlington County for Central Communications /911 calls.

Resolution 2014-129, accepting the 2014 Clean Communities Grant revenue in the amount of $13,609.04.

Resolution 2014-132, awarding CGP&H a contract in the amount of $2500 to prepare the 2014 Burlington County Municipal Park Development Grant.

Resolution 2014-133, authorizing a grant submission to the 2014 Burlington County Municipal Park Development Program.

Resolution 2014-134, authorizing 2014-2015 Renewal of Liquor Licenses in the Borough.

Resolution 2014-135, authorizing Change Order #1 to Allied Interior Contractors, Inc., in the amount of $693.20 and authorizing final payment thereof for renovations to Borough Hall.

Resolution 2014-136, cancelling a purchase order issued to Allied Interior Contractors, Inc. for additional work not performed.

Resolution 2014-137, renewing membership in the Burlington County Municipal Joint Insurance Fund for the years 2015-2017.

Resolution 2014-138, increasing the Borough’s Bid Threshold and appointing Donna Condo as Qualified Purchasing Agent.

Resolution 2014-139, adopting a policy for payment of property damage claims.

Resolution 2014-140, awarding a contract to ESI Equipment in the amount of $19,525 for the purchase and installation of a Holmatro CORE Rescue System on the new fire truck.

Resolution 2014-141, authorizing the purchase of a 2015 Ford Interceptor Utility Vehicle in the amount of $34,218.16 for the Police Department.

Resolution 2014-142, authorizing Change Order #1 for Charles Marandino, LLC for the Charles St Improvement Project in the amount of $21,250.

Resolution 2014-143, awarding a contract to Thor Construction in the amount of $162,740 for the Legion Field and Ethel Hardy Park Improvement Project.

Resolution 2014-144, approving certain equipment as proprietary for the Borough Hall Door Project.

Resolution 2014-145, awarding a contract to ERI in the amount not-to-exceed $5,000 for the preparation of specifications and bidding services for a single axel dump truck.

Resolution 2014-146, awarding a contract to RTW Construction Inc., in the amount of $14,187 for the Riverfront Drive Outfall Stabilization Project Improvements.

Resolution 2014-147, authorizing the Tax Collector to issue Estimated 3rd Quarter Tax Bills.

Resolution 2014-149, appointing Tyler Main as a Police Patrolman at an annual salary of $37,643.74.
