Borough Ordinances & Resolutions for March 2014

This page is intended to give Borough residents an overview of official actions taken by the Governing Body during March 2014.  There were two meetings held this month; the Borough Council Budget Work Session on Saturday, March 1st and the Borough Council Regular Meeting on Monday, March 17th (the Caucus Meeting scheduled for March 3rd was cancelled due to snow).  At the bottom of this page you will find official actions from previous months.  For more information please see Borough Council’s Meeting Agendas and Minutes by clicking HERE.

The following Ordinance was Introduced & Adopted.

Ordinance 2014-02:  An Ordinance to exceed Municipal Budget Appropriation Limits and to established a CAP Bank (N.J.S.A. 40A: 4-45.14)This Ordinance provides for the creation of a bank to be used to offset appropriation cap limits if in the future it is necessary to do so to comply with state spending limits.  This is a routine Ordinance adopted every year by most municipalities.

The following Ordinance was Introduced.

Ordinance 2014-03:  An Ordinance amending Chapter 197 of the Code Of Palmyra entitled Peddling and Soliciting.  This Ordinance allows for non-profit organizations to solicit donations on Borough and County operated streets and roads.

The following Resolutions were Approved.  Please note that more routine matters were conducted as well.

Resolution 2014-75, introducing the 2014 Budget of the Borough of Palmyra.  For more information please click HERE.

Resolution 2014-77, authorizing funding for the MACCS contract for solid waste collection in our condominium complexes.

Resolution 2014-78, authorizing NJ DEP & EIT Program to sell Sewer Utility Bonds for the planned sewer improvements and execution of an escrow agreement with the state.

Resolution 2014-79, awarding a contract to ERI for engineering services for the Community Center Emergency Generator grant application in the amount not-to-exceed $30,000.

Resolution 2014-80, awarding a contract to ERI for engineering services for the Legion Field and Ethel Hardy Park County-funded Grant Project in the amount of $37,000.  The Borough received a grant from Burlington County in the amount of $185,000 to implement the planned improvements.

Resolution 2014-81, setting the fee for rental property and certificate of occupancy inspections at $110.00, which includes the fee of $100 charged by the inspection contractor plus a $10 fee for Borough administration costs.

Resolution 2014-83, awarding a contract to Northeast Professional Services to perform residential inspection services for rental property and certificate of occupancy inspections in the amount of $100 per inspection, which shall include one follow-up inspection at no further cost.
