Borough Ordinances & Resolutions for March 2015

This page is intended to give Borough residents an overview of official actions taken by the Governing Body during March 2015.  There were three meetings held this month: the Borough Council Caucus Meeting (Work Session) on Monday, March 2nd; the Borough Council Budget Meeting on Saturday, March 7th; and the Regular Borough Council Meeting on Monday, March 16th.

  • The following Ordinance was Introduced (on March 2nd) and Adopted (on March 16th) after Public Hearing.

Ordinance 2015-01:  An Ordinance amending Ordinance 2013-3 creating the Palmyra Shade Tree Advisory Board and establishing Rules and Regulations for Shade Trees on Borough property and within Borough rights of way.  This Ordinance increased the number of volunteers able to serve on the STAB to six members with two alternate members.

  • The following Ordinance was Held (postponed) until April 20, 2915.

Ordinance 2015-02: An Ordinance of the Borough of Palmyra amending the sewer usage rates and connection fees.  If adopted, this Ordinance amends Ordinance 2014-11 by providing sewer connection fees for new users as calculated by the Borough’s Auditor and may amend sewer usage rates.  See Ordinance 2014-11 or click HERE for more information.

  • The following Ordinance was Introduced (on March 2nd).  Public Hearing was scheduled for March 16, 2015 and Continued to April 20, 2015 at 7:00 PM.

Ordinance 2015-03:  An Ordinance rescinding; Ordinance 2013-14 an Ordinance requiring the inspection, registration, and licensing of residential rental properties in the Borough of Palmyra, Ordinance 2013-23 an Ordinance amending Ordinance 2013-14, Ordinance 2013-17 an Ordinance requiring the issuance of a Certificate of Occupancy upon the sale of any residential property, and Ordinance 2013-25 an Ordinance amending Ordinance 2013-17. If Adopted this Ordinance would rescind certain Ordinances requiring inspections of rental properties and the requirement to obtain a CO inspection upon the sale of residential properties.

  • The following Ordinances were Introduced with Public Hearings scheduled for April 20, 2015.

Ordinance 2015-04:  An Ordinance to exceed the Municipal Budget Appropriation Limits and to establish a Cap Bank (N.J.S.A. 40A: 4-45.14).  If adopted, this routine Ordinance, which is adopted by most, if not all municipalities, allows for an increase of up to 3.5% over the previous years’ final appropriations, and to be able to “bank” the difference between the amount of its actual final appropriations and maximum permitted appropriations as an exception to its final appropriations in either of the next two succeeding years if necessary.

Ordinance 2015-5:  An Ordinance amending Ordinance 2012-37 an Ordinance Amending Chapter 30: Solid Waste, of the Code of the Borough of Palmyra.  If adopted this Ordinance will allow residents who pay lawn care and landscaping companies to perform yard work to place leaves and brush & limbs at the curb for collection by the Borough.  These companies will no longer be required to dispose of the debris at residents’ expense.

Ordinance 2015-06:  An Ordinance repealing contents of Chapter 90-8.2 of the Code of the Borough of Palmyra and removing Ordinance 2011-03 from Chapter 237 of the Code and relocating it in Chapter 90-8.2.  If adopted this Ordinance clarifies and makes easier for the public to understand the Code regarding parking during snow emergencies.

  • The following Budget Resolution was IntroducedPublic Hearing is scheduled for April 20, 2015.

Resolution 2015-72: A Resolution Introducing the 2015 Budget of the Borough of Palmyra.  If adopted this Resolution authorizes the 2015 Budget.  Click HERE for 2015 Budget information.

  • The following Resolutions were Approved.  More routine matters were conducted as well.

Resolutions 2015-52 to 54, appointing Tom Ryan as Clean Communities Coordinator, Recycling Coordinator, and Stormwater Coordinator.

Resolution 2015-55, appointing Richard Dreby as Emergency Management Coordinator for the Borough of Palmyra and Executive Coordinator of the Joint Emergency Management Council for the Boroughs of Palmyra and Riverton.

Resolution 2015-56, amending Crossing Guards appointments.

Resolution 2015-57, authorizing the sale of a surplus 2007 Ford Crown Victoria police car and 2000 MPH speed trailer.

Resolution 2015-58, authorizing the fee for police traffic/yard signs at $8.00 each.

Resolution 2015-59, authorizing a revision to the Police Collective Bargaining Agreement.

Resolution 2015-61, authorizing Surety Bonds for certain employees.

Resolution 2015-62, authorizing Lincoln Financial and the Borough’s CFO to distribute LOSAP funds to the beneficiary of deceased Fireman Robert J. Smith.

Resolution 2015-63, authorizing Investors Bank as the Borough’s official banking and depository institution.

Resolution 2015-65, authorizing a shared service agreement with Willingboro for Animal Control Services.

Resolution 2015-66, authorizing adoption of Police Departments Rules and Regulations.

Resolution 2015-68, awarding a change order to ERI for additional engineering services on the Legion Field and Ethel Hardy Park Project in the amount of $3500.

Resolution 2015-72, awarding a contract to CGP&H and ERM for compilation of Redevelopment records and creation of a secure web portal in the amounts of $5000 and $4000 respectively.

Resolution 2015-73, awarding a change order to CGP&H for reconciling the Regional Contribution Agreements administrative accounts in the amount not-to-exceed $3000.

Resolution 2015-74, awarding a change order to Eagle Construction for the Sludge Thickening and Odor Control Improvement Project at the Sewer Plant in the amount of $75,789.67.

Resolution 2015-75, amending the Borough’s Transitional Duty policy.

Resolution 2015-76, amending the Borough’s Bereavement Leave policy.
