Borough Ordinances & Resolutions for May 2015

This page is intended to give Borough residents an overview of official actions taken by the Governing Body during May 2015. There was one meeting held this month: the Regular Borough Council Meeting on Monday, May 18th.

After Public Hearing the following Ordinance was Adopted.

Ordinance 2015-5: An Ordinance amending Ordinance 2012-37 an Ordinance Amending Chapter 30: Solid Waste, of the Code of the Borough of Palmyra. This Ordinance allows residents who pay lawn care and landscaping companies to perform yard work to place leaves and brush & limbs at the curb for collection by the Borough. These companies will no longer be required to dispose of the debris at residents’ expense.

The following Ordinance was Withdrawn and will not be Adopted.

Ordinance 2015-8: An Ordinance amending; Ordinance 2013-14 an Ordinance requiring the inspection, registration and licensing of residential rental properties in the Borough of Palmyra, Ordinance 2013-23 an Ordinance amending Ordinance 2013-14, Ordinance 2013-17 an Ordinance requiring the issuance of a Certificate of Occupancy upon the sale of any residential property, Ordinance 2013-25 an Ordinance amending Ordinance 2013-17. If adopted this Ordinance amends certain Ordinances requiring inspections of rental properties and the requirement to obtain a CO inspection upon the sale of residential properties.

The following Ordinance was Tabled with Public Hearing and Adoption rescheduled for July 6, 2015 in order to allow more time for input from the Borough’s Land Use Board.

Ordinance 2015-7: An Ordinance amending Chapter 237, Article VI of the Code repealing Chapter 60 of the Code amending Section 503(c) of the Land Development Code and repealing Section (V)(h)(1)(a) of Ordinance 2012-3. If adopted this Ordinance amends the timeframe allowed for repairs to sidewalks if involving a Borough-owned tree. This Ordinance must be submitted to the Land Use Board for additional comments prior to adoption.

The following Resolutions were Approved. More routine matters were conducted as well.

Resolutions 2015-99, authorizing the receipt of the 2014 Audit.

Resolution 2015-101, awarding Change Order #2 to Thor Construction Group LLC for additional efforts on the Legion Field and Ethel Hardy Park Improvements project at no additional cost.

Resolutions 2015-102, 103 & 104, requesting items of revenue and appropriation be inserted in the 2015 Budget regarding the acceptance of grant funds for the Community Center Generator Project ($196,500.00), the South Broad Street Improvement Project ($196,000.00), and the Municipal Alliance Program ($7,461.00).

Resolution 2015-107, amending Resolution 2015-91 accepting a certified list of LOSAP-eligible volunteers with the Palmyra Fire Company.

Resolution 2015-108, authorizing 20 additional hours for attorney Armando Riccio at the rate of $150.00/hour.

Resolution 2015-110, authorizing the Tax Collector to issue Estimated 3rd Quarter Tax Bills.

Resolution 2015-111, authorizing a settlement and release agreement with Robert Brown.
