Borough Ordinances & Resolutions for November 2013

In honor of Veterans Day and all Veterans everywhere, Mayor Scheffler & Borough Council presented a Certificate of Appreciation  to Borough resident Thomas R. McElwee for his honorable and distinguished service in defense of our Nation and Her cause in time of war.

The following Ordinance was Adopted during the month of November 2013.

Ordinance 2013-28:  An Ordinance further amending Ordinance 2013-17, an Ordinance of the Borough of Palmyra requiring the issuance of a Certificate of Occupancy upon the sale of any residential property, and Ordinance 2013-25, which amended same.  This ordinance will amend the noted ordinances to allow for comments offered by local Real Estate professionals and other amendments to be incorporated in the final version.

The following Ordinance was Introduced during the month of November 2013.  Public Hearing and final Adoption is scheduled for December 16, 2013 at 7:00 PM.

Ordinance 2013-29:  An Ordinance of the Borough of Palmyra providing for improvements to and the acquisition of equipment for use by the Borough’s Sewer Utility, appropriating $4,529,000 therefore, authorizing the issuance of $4,529,000 in Sewer Utility bonds or notes of the Borough to finance the same.  This Bond Ordinance authorizes up to $4.529 million of capital improvements to the Sewer Plant and sewer infrastructure, as primarily approved by the NJ DEP Environmental Infrastructure Trust Program.

The following Resolutions were Approved during the month of November 2013.  Please note that more routine matters were conducted as well.

Resolution 2013-235, authorizing funding of the joint purchasing MACCS trash removal agreement in the amount of $9,249.60.

Resolution 2013-237, awarding contract for Police Car Port Project to CB Structures, Inc., in the amount of $52,864.00.

Resolution 2013-239, appointing Linda Lewis as Financial Consultant and Acting CFO at an hourly rate of $50.00 until December 31, 2013.

Resolution 2013-241, authorizing previous insurance company/attorney to settle Stoever litigation at no cost to the Borough.

Resolution 2013-242, awarding contract to Premier Environmental Solutions, LLC, for disposal of leaves in the amount of $6.00 per cubic yard, expiring December 31, 2013.

Resolution 2013-243, awarding contract to Environmental Resolutions, Inc., for NJ DEP EIT-related engineering and construction inspection services in the amount of $250,000.00.

Resolution 2013-245, authorizing Change Order #1 to F&P Contractors for Parry Ave Phase II Project in the amount of $5,745.11.

Resolution 2013-246, authorizing sale of surplus property (1979 Dodge Power Wagon).

Resolution 2013-247, authorizing sale of abandoned bicycles on December 1, 2013.

Resolution 2013-249, authorizing application to Local Finance Board for review of NJ DEP EIT Bond Ordinance and project approval.
