Borough Ordinances & Resolutions for November 2014

This page is intended to give Borough residents an overview of official actions taken by the Governing Body during November 2014.  There were two meetings held this month; the Borough Council Caucus Meeting (Work Session Meeting) on Monday, November 3rd and the Regular Borough Council Meeting on Monday, November 17th.

THE MAYOR AND BOROUGH COUNCIL HONORED VETERAN GERARD J. SCHLINDWEIN OF THE BOROUGH OF PALMYRA IN RECOGNITION OF HIS DISTINGUISHED MILITARY SERVICE.  MR. SCHLINDWEIN WAS BORN IN 1921 AND GRADUATED FROM PALMYRA HIGH SCHOOL IN 1940 AND SERVED IN THE UNITED STATES ARMY.  MR. SCHLINDWEIN IS THE RECIPIENT OF NUMEROUS MEDALS FOR HIS BRAVERY AND SACRIFICE INCLUDING THE PURPLE HEART WITH OAK LEAF CLUSTERS AND THE SILVER STAR FOR CONSPICUOUS GALLANTRY AND INTREPIDITY IN ACTION AGAINST THE ENEMY!

  • Public Hearing of the following Ordinance was Continued to December 1, 2014 at 7:00 PM.  This Ordinance was subsequently Continued to December 15, 2014 at 7:00 PM.

Ordinance 2014-15: An Ordinance of the Borough of Palmyra Amending the sewer usage rates and connection fees.  If adopted, this Ordinance amends Ordinance 2014-11 by providing sewer connection fess for new users as calculated by the Borough’s Auditor.  See Ordinance 2014-11 or click HERE for more information.

  • The following Ordinances were Introduced.  Public Hearings are scheduled for December 1, 2014 at 7:00 PM.  Ordinance 2014-19 was subsequently Continued to December 15, 2014 at 7:00 PM.

Ordinance 2014-18: An Ordinance authorizing Special Emergency Appropriations pursuant to N.J.S.A 40A:4-53(b) to fund the cost associated with the execution of codification for the Borough of Palmyra, County of Burlington.  If adopted, this Ordinance authorizes funding for the codification of Ordinances to be allocated over a 5-year period.

Ordinance 2014-19: An Ordinance of the Borough of Palmyra amending the Personnel Policies and Procedures Manual regarding health benefits for retired employees, and opting out of health care benefits.  If adopted, this Ordinance revises the Borough’s policy of providing health benefits to retired employees and eliminates opt-out benefits for employees choosing not to enroll in State Health Benefits.

  • The following Ordinances were Adopted.  Select link to see complete text.

Ordinance 2014-16: An Ordinance Amending Chapter 237, Article VI of the Code of the Borough of Palmyra Regarding sidewalks.  This Ordinance revises sidewalk maintenance responsibilities and provides related guidelines and other criteria.

Ordinance 2014-17: An Ordinance providing for the retroactive billing of sewer connection charges or sewer service charges.  This Ordinance provides for the retroactive billing of sewer fees (for up to 6 years) for sewer accounts that were not charged.

  • The following Resolutions were Approved.  More routine matters were conducted as well.

Resolution 2014-211, authorizing the purchase of 2014 Chevrolet Tahoe via the Cranford Co-op for the Police Department at a cost of $33,740.

Resolution 2014-213, awarding a contract to County Conservation Company for removal of leaves in the amount of $6.75 per cubic yard.

Resolution 2014-214, authorizing the Mayor to execute a Shared Services Agreement with Cinnaminson for the purchase of brine solution.

Resolution 2014-215, awarding Environmental Resolutions Inc., a contract for engineering services for preparation of HVAC Preventative Maintenance specifications for an amount not-to-exceed $4,500.

Resolution 2014-216, authorizing the CFO to make 2014 Budget transfers.

Resolution 2014-219, authorizing refunds of tax overpayments.

Resolution 2014-220, awarding a contract to Road Safety Systems for the installation of signs in the amount of $6,595.

Resolution 2014-221, awarding a contract extension to Franc Environmental of New Jersey, Inc., for the removal and disposal of sludge in the amount of $0.0785 per gallon.

Resolution 2014-223, awarding a purchase order to Cross Match Technologies for a Live Scan Finger Printing System in the amount of $23,763.97.

Resolution 2014-224, awarding a purchase order to Ver-Mac for a Certified Speedometer Center-Post Variable Message Board in the amount of $19,100.
