Borough Ordinances & Resolutions for September 2014

This page is intended to give Borough residents an overview of official actions taken by the Governing Body during September 2014. There was one meeting held this month; the Regular Borough Council Meeting on Monday, September 15th. The Borough Council Caucus Meeting scheduled for Monday, September 1st was cancelled due to the Labor Day holiday.

After Public Hearing the following Ordinance was Withdrawn.

Ordinance 2014-10: An Ordinance mandating Direct Deposit for Borough employees. If adopted, this Ordinance would require all Borough employees to utilize Direct Deposit in lieu of receiving a paycheck in accordance with new state guidelines. (This Ordinance will not be adopted.)

Public Hearing of the following Ordinance was Continued to October 20, 2014 at 7:00 PM.

Ordinance 2014-12: An Ordinance Amending Chapter 237, Article VI of the Code of the Borough of Palmyra Regarding sidewalks. If adopted, this Ordinance will establish revised sidewalk maintenance responsibilities and guidelines. (This version is not presently slated for adoption as an amended version may be Introduced on October 6 or October 20, 2014.)

The following Ordinances were Introduced. Public Hearings are scheduled for October 20, 2014 at 7:00 PM.

Ordinance 2014-13: An Ordinance amending Ordinance 2014-4, an Ordinance to provide for and determine the rates of compensation of each employee and officer of the Borough of Palmyra for years 2014 and 2015. If adopted, this Ordinance will amend the salary range specifically authorized for a full-time Tax Collector.

Ordinance 2014-14: An Ordinance of the Borough of Palmyra, in the county of Burlington, New Jersey, providing for various capital improvements and related expenses in and for the Borough appropriating $612,500.00 therefore, and authorizing the issuance of $581,875.00 in General Improvement Bonds or Notes of the Borough to finance the same. If adopted, this Ordinance authorizes funding for various capital purchases and improvements.

Ordinance 2014-15: An Ordinance of the Borough of Palmyra Amending the sewer usage rates and connection fees. If adopted, this Ordinance amends Ordinance 2014-11 by providing sewer connection fess for new users as calculated by the Borough’s Auditor. The following Resolutions were Approved. More routine matters were conducted as well.

Resolution 2014-182, awarding a contract to Ransome International, LLC for the purchase of a dump truck in the amount of $134,989.00.

Resolution 2014-183, authorizing a change order to Charles Marandino, LLC for W. Charles St. Improvement Project in the amount of ($4,662.51). (A decrease in the project cost.)

Resolution 2014-184, authorizing a change order to J. Fletcher & Son Inc. for the Sign Installation Project in the amount of $3,547.50.

Resolution 2014-185, authorizing the Mayor to execute a Collective Bargaining Agreement with FOP Lodge #2, Palmyra Police Association.

Resolution 2014-186, authorizing submission of a grant application to NJ DOT for the W. Broad St. Reconstruction Project (Park Ave. to Public Rd. portion).

Resolution 2014-187, appointing Substitute Crossing Guards, Joseph Dulisse, Cindy Palmer, Maricka Macmurray, and William Johnson.

Resolution 2014-188, authorizing execution of the Cranford Police Cooperative Pricing System agreement.
