Introducing: Frank Billingiere, Code Enforcement Officer

Frank Billingiere comes highly qualified with over 30 years in the building trade. Mr. Billingiere owned a small but satisfying home renovation business for over 30 years. For the past 15 years Mr. Billingiere has been a Building Inspector with the City of Philadelphia.
Both experiences as a contractor and building inspector give him a unique perspective as the newly appointed Code Enforcement Officer.
As the Code Enforcement Officer, Mr. Billingiere is tasked with enforcing Chapter 203: Property Maintenance of the Code of the Palmyra Borough that includes enforcement of high grass; stagnant water conditions (that breed mosquitos); abandoned/junk vehicles; unsightly and dangerous property conditions; and trash, leaves and brush/limbs placed at the curb before scheduled collection times.
